Basic determination of the implementation time for the fourth stage emission standards of construction machinery

On November 17-19, 2017, the 21st Annual Conference of China's Mining Machinery Industry with the theme of "seeking progress while maintaining stability, competition, cooperation, and win-win" was successfully held in Xuzhou, Jiangsu. At this meeting, Su Zimeng, Executive Vice President and Secretary General of China Construction Machinery Industry Association, gave a speech with the theme of "Review and Main Tasks of the Construction Machinery Industry". While analyzing the main reasons for the industry's stability and improvement, he said that with the upgrading of environmental emission standards, product updates and the gradual withdrawal of second generation mobile phones have been promoted, increasing market demand. He also revealed the timetable for upgrading the national emission standards from National III to National IV for construction machinery. From the second half of 2020 to the first half of 2021, the National IV emission standards will be implemented. It is understood that the fourth stage emission standards for non road mobile machinery in China are equivalent to the US Level 4 transition period and EU Stage IIIB emission standards. The Beijing region has taken the lead in implementing it. Starting from January 2015, new non road power machinery must meet the fourth stage emission standards. Non road power machinery that does not meet emission standards is prohibited from being sold and used in Beijing according to law. In order to improve the atmospheric environment quality in Beijing, the emission of pollutants from mobile sources is one of the important factors affecting air quality. The Beijing Municipal Environmental Protection Bureau has held three symposiums with users, leasing units, and manufacturing units, hoping that all units will strictly comply with Beijing's relevant laws and regulations on non road mobile machinery. Construction machinery products produced and sold in Beijing must meet the fourth stage emission standards (i.e. Beijing IV standards). On May 10, 2017, at the BICES 2017 "Four Stage" Construction Machinery Exhibition Zone Exchange Conference, Su Zimeng, Executive Vice President and Secretary General of the China Construction Machinery Industry Association, elaborated on the importance and necessity of establishing a four stage non road construction machinery equipment exhibition zone at the BICES 2017 exhibition from the perspective of improving overall environmental quality and promoting industry and social development. He first proposed that in the future, the large-scale development and construction of the Beijing Tianjin Hebei market represented by Xiong'an New Area, as well as the Yangtze River Delta, Pearl River Delta and other regions, will inevitably have higher environmental requirements for construction machinery.
